Mr Plunket has received greater consideration at the hands of this office than I think he deserved, from Colonial Secretary's letter to Governor dated 21/76-15 & S 18/54
Lord Carnarvon has laboured to please and conciliate him on every show.
As the Governor of Hong Kong will see by the despatch, the Secretary of State allowed him to remain at home on half pay leave indefinitely, which could not be safely entrusted to anyone.
When at last employment was found for him, it was considered that he could be rightly employed...
